Richard Y. Pineda

Chief Executive Officer

Richard is the co-founder and chief executive officer of Spear, Inc. He is responsible for the company’s overall strategy, leadership and long-term growth. In this capacity, he leverages more than 18 years of demonstrated success in the government contracting industry.

Prior to his current position, Richard served as the President/Vice-President of Dell Services Federal Government, a Fortune 50 organization. There he was responsible for oversight of the company’s business operations and service delivery to its civilian federal government, Department of Defense, and national security customers.

During his time at Dell Services, formerly Perot Systems, Richard was instrumental to the growth of the organization’s consulting, business process outsourcing and information technology service offerings. He helped expand the company’s presence in the federal marketplace in the areas of financial management, cost and economic analysis, capital planning, investment control, federal travel management, and overall IT and program management. While under Richard’s leadership, Dell Services helped a number of agencies streamline their business processes, enhance operational efficiency, and increase the effectiveness of program performance. Prior to Dell, Richard’s background includes serving in several managerial positions in the banking and management consulting industries.

Richard earned a Bachelor of Science in finance from Virginia Tech and a Master of Business Administration with a concentration in finance and management information systems from George Washington University. He is an active member of the American Society of Military Comptrollers, the National Defense Industrial Association and the George Washington University?School of Business’ Corporate Collaborative Council.?He also served in leadership roles and on the boards of the Professional Services Council, VT-SERGE, WashingtonExec, ExecutiveBiz, as well as other corporations’ advisory committees.
